PANEL OVERVIEW

COUNCIL'S PROMISE TO THE PANEL

Bayside City Council invites you to register for a place on the Bayside 2050 Community Panel. The panel of approximately 30 Bayside citizens will meet for three full days and respond to the question:

“The world is changing, and life in Bayside will be very different in 30 years time. What’s our vision for Bayside in 2050 and what do we need to prioritise in order to get there.”

The panel will make recommendations on the development of a Bayside 2050 Community Vision. These recommendations will be presented to Council, and used to develop a draft community vision statement.

Council promises to:

  • publish the panel’s report on the Council website,

  • report back on what was heard from the panel (in a response document),

  • identify where the panel’s recommendations have influenced Council’s thinking,

  • base Council’s future plans on the panel’s recommendation to the greatest extent possible and provide explanation for any panel recommendations that it cannot incorporate into the final community plan.

COMMUNITY PANEL MEETINGS

The panel will meet over three full day sessions in Sandringham.

  • Session 1: Saturday 29 February 2020 (9am-5pm)

  • Session 2: Saturday 14 March 2020 (9am-5pm)

  • Session 3: Saturday 21 March 2020 (9am-5pm)

Food and beverages are included.

Panel members who attend all three sessions will receive a $300 gift card to cover costs associated with attendance (such as travel and childcare) and to recognise their commitment to their community.

 

HOW THE PROCESS WILL WORK

The community panel willl:

  • be inclusive of diverse people, views and ideas,

  • have access to a wide range of in-depth information and be invited to request further information,

  • have the opportunity to discuss the future of Bayside in depth,

  • be supported by professional facilitators,

  • write a report together that will be presented directly to Council.

The panel will not be like a traditional public meeting where loud voices can dominate. This will be a genuine, open process where all participants will be valued and heard.

COMMUNITY PANEL SELECTION

The final Bayside 2050 Community Panel will consist of around 30 everyday community members from across the Bayside area.

Selection will be managed by an independent organisation MosaicLab. Council will have no influence over who is on the panel and will not know who is on the panel until the panel meets.

To ensure Council hears a wide range of views from a cross-section of the Bayside community, a random ‘stratified’ selection process take place. This means that the people who register their interest will be placed in a ‘pool’. Then a random sample of that pool will be taken to select a final panel that broadly represents the Bayside community in terms of age, gender and place of residence.

WHO CAN TAKE PART

If you’re aged 18 years or over and you live in the Bayside area, you’re invited to register. However, there are some individuals and groups that are ineligible to take part, including:

  • current councillors and staff,

  • all previous councillors,

  • previous staff (employed by Council within the last 5 years),

  • business and property owners who do not reside in Bayside,

  • people who work in Bayside but do not reside in Bayside.

If you are selected for a place on the community panel, you will receive an email and a follow-up phone call. If you are not selected, you will be advised via email once panel selection has been finalised.
