PARTICIPANT SURVEY RESEARCH REPORT - DOES DELIBERATIVE DEMOCRACY MAKE A DIFFERENCE?

We conducted a six-year, longitudinal study across 23 deliberative engagement projects that surveyed 741 deliberative participants and sought to answer the question: Does deliberative democracy make a difference?

We are excited to share the findings of the report which highlight the transformative, powerful impact that deliberative engagement can have when applied in a principled way and integrated into public decision making.

We are sharing this research so engagement professionals, organisations, practitioners or researchers can use the results as a basis for positive advocacy.


FREE guide and roadmap - A SHORT (enhanced) GUIDE TO DELIBERATION FOR VICTORIAN COUNCILS

There’s a new round of deliberative engagement on the way for victorian councils.

The Local Government Act Victoria (2020) states in section 55 that councils must adopt a community engagement policy that includes deliberative engagement practices that are capable of being applied to the development of the Community Vision, the Council Plan, the Financial Plan and the Asset Plan.

Across 2020-2021 we worked with ten Victorian councils. We helped them to deliver 11 deliberative engagement processes, build community visions and council plans they could stand behind and comply with the new Act.

It was an honour. Those councils gave real influence to their communities and invested in processes that led to real change and real impact. We wrote about it in this case study: 11 Transformative Council Deliberations.

Three years have passed and, suddenly, the second round of deliberation is almost here. To support every council in Victoria, we created a guide to navigating the process - the original, Short Guide to Deliberation for Victorian Councils.

We continually see the transformative effect of deliberative engagement firsthand.  Now, thanks to two years of research and the responses of 314 deliberative process participants, we can begin to quantify this impact.  

This report captures the responses to pre- and post-deliberation surveys completed by community panel participants in 2020 and 2021. The report highlights what’s possible when communities are given real influence over big decisions. 

The surveys were collected to evaluate the impact of 10 deliberative engagement processes conducted by nine councils.
